The PDF in question comes with a click-through license agreement. The license agreement would trump any fair use or other exemption under the Copyright Act because it is a binding contract once accepted by purchase of the PDF. Under the license agreement, binding it and circulating it would be prohibited as would posting it in a secure online location for access. The license expressly prohibits the latter use and the former is implicitly prohibited.
