No, you cannot legally download pdf files from ProQuest and re-post them to the department web page, because that would be in breach of copyright law. Do not do that. It could jeopardize our institutional license with them and worse!

Everything in the UFDC is open access (meaning free and full access for the world--not in the public domain or without copyright protection) and all have permanent links on the citation tab.

The department browse function may be useful for your project. For dissertations not already included in UFDC, you could include a note at the top of the page requesting authors to grant permission for retrospective digitization. Feel free to contact your librarian or the UFDC staff with questions or requests for assistance and collaboration to promote UF Digital Collections.
